Job Title: Project Engineer – DWDM Network

Qualification
Bachelor’s Degree in Electrical, Electronics, or Telecommunications Engineering from an HEC-recognized university.

Experience Requirements

  • Minimum 5 years of professional experience in optical transmission networks, including DWDM, SDH, and OTN.
  • At least 1 year of practical experience with OTN technology.
  • Minimum 1 year of experience in project management or project coordination.
  • Hands-on experience in installation, commissioning, and testing of DWDM/OTN telecom equipment.

Preferred Experience

  • Site engineering experience in large-scale network deployment projects.
  • Experience working with multi-vendor DWDM platforms.

Key Responsibilities

  • Provide technical coordination and supervision of DWDM network installation activities at designated project sites.
  • Conduct site surveys, planning, and preparation of site readiness reports for DWDM equipment deployment.
  • Coordinate with vendors and contractors for equipment delivery, installation, and commissioning.
  • Review and verify technical designs, engineering drawings, and implementation plans.
  • Supervise installation of DWDM/OTN equipment, including racks, shelves, optical amplifiers, and network management systems.
  • Monitor optical fiber splicing, testing, and system integration activities.
  • Conduct and witness acceptance testing, including optical power measurements, OSNR, BER, and end-to-end connectivity verification.
  • Maintain accurate documentation of installation progress, testing results, and as-built configurations.
  • Provide technical troubleshooting and support during installation and commissioning phases.
  • Coordinate with the NTC NOC Transmission team for network integration and cutover activities.
  • Perform quality control inspections to ensure compliance with technical standards and specifications.
  • Prepare daily, weekly, and monthly progress reports for the Project Manager.
  • Manage project materials, equipment inventory, and site logistics.
  • Coordinate with regional Project Engineers to ensure standardized implementation practices.
  • Assist the Project Manager in vendor performance evaluation and monitoring contract compliance.
  • Prepare punch lists, defect reports, and follow up on corrective actions.
  • Support preparation of technical documentation for project handover to operations teams.
  • Perform any other technical duties assigned by the Project Director / Director NOC, NTC Headquarters related to DWDM project execution.

Job Title: Project Manager – DWDM Network Expansion

Qualification
Bachelor’s Degree in Electrical, Electronics, or Telecommunications Engineering from an HEC-recognized university. Valid registration with PEC is mandatory.

Experience

  • Minimum 10 years of professional experience in optical transmission networks including DWDM, SDH, and OTN.
  • At least 3 years of hands-on experience with OTN technology.
  • Minimum 3 years of project management experience in the telecommunications sector.
  • Proven track record of successfully completing at least one major telecom project.

Preferred Skills

  • Experience in project accounting and financial management.
  • Experience managing multi-vendor transmission network projects.
  • PMP or equivalent project management certification will be considered an advantage.

Key Responsibilities

  • Lead the planning, coordination, and execution of the nationwide DWDM network expansion project under the supervision of the Project Director/Director NOC at NTC Headquarters.
  • Develop and manage detailed project plans including timelines, milestones, resource allocation, and risk management strategies.
  • Supervise and coordinate Project Engineers deployed at the PMO and regional offices (North, Central, and South).
  • Manage vendor relationships and coordinate with equipment suppliers and contractors to ensure timely delivery and quality standards.
  • Provide regular updates and progress reports to senior management regarding project status, challenges, and achievements.
  • Coordinate with the NOC Transmission Division for integration of new DWDM infrastructure with the existing network.
  • Ensure all installations comply with technical specifications, quality standards, and industry best practices.
  • Maintain comprehensive project documentation including technical designs, as-built drawings, testing reports, and commissioning records.
  • Identify potential risks and implement mitigation measures to address technical, operational, and scheduling issues.
  • Coordinate with regional maintenance teams for smooth handover of completed infrastructure.
  • Manage project scope changes and ensure proper change control procedures.
  • Plan and allocate project resources across multiple nationwide sites.
  • Establish and monitor Key Performance Indicators (KPIs) for effective project implementation.
  • Prepare monthly progress reports, quarterly reviews, and final project completion reports.
  • Liaise with NTC regional teams for interconnection and integration requirements.
  • Promote project management best practices and support capacity building of project engineers and technical staff.
  • Perform any other tasks assigned by the Project Director related to successful project implementation.

The position is responsible for providing technical expertise and support for the implementation, monitoring, and reporting of Multilateral Environmental Agreements (MEAs) in Pakistan, particularly those related to international climate commitments.

Key Responsibilities:

  • Prepare and maintain documentation related to the implementation of Multilateral Environmental Agreements (MEAs) in Pakistan.
  • Record and track international commitments, obligations, and compliance requirements under agreements such as the United Nations Framework Convention on Climate Change (UNFCCC).
  • Support institutional strengthening initiatives, including representation, technical assistance, and capacity building for project portfolio development.
  • Contribute to strengthening Monitoring, Reporting, and Verification (MRV) systems related to MEAs in Pakistan.
  • Participate in and provide technical input during meetings organized under UNFCCC and its subsidiary bodies, as well as national, regional, and international forums, workshops, and conferences.
  • Provide technical support to the Ministry of Climate Change and Environmental Coordination (MoCC&EC) to enhance engagement with UNFCCC processes.
  • Assist in establishing frameworks and procedures to ensure compliance with UNFCCC commitments and agreements.
  • Support Pakistan’s participation in Conference of Parties (COP) meetings and follow up on decisions taken by COP, the Subsidiary Body for Implementation (SBI), and the Subsidiary Body for Scientific and Technological Advice (SBSTA).
  • Prepare meeting materials, operational guidelines, reports, briefs, and technical documents, including pre-COP and post-COP briefs.
  • Contribute to policy development related to climate commitments under UNFCCC and the Paris Agreement.
  • Coordinate with relevant stakeholders to monitor and report progress on Nationally Determined Contributions (NDCs) under the Paris Agreement.
  • Provide additional technical support to MoCC&EC on matters related to UNFCCC compliance and other climate-related obligations.

Qualification:

  • Master’s degree in Climate Change, Environmental Engineering, or a related discipline from a recognized national or international university.
  • Higher qualification (PhD) in the relevant field, preferably from a foreign university, will be given preference.

Experience:

  • Minimum 10 years of relevant post-qualification experience with government institutions, intergovernmental organizations, the UN system, or international organizations at a technical level.
  • Demonstrated experience in designing, managing, and implementing climate change projects.
  • Strong understanding of project cycle management processes.
  • Familiarity with climate change negotiations, UNFCCC processes, or MEA documentation and implementation will be considered an added advantage.
  • Experience in donor coordination or working with donor agencies/UN organizations is essential.
  • Proficiency in MS Office and computer applications is required.
